UNapproved Minutes / Faculty Senate Meeting/ 2:00PM, March 28, 2003, Stafford 104

 

I.          CALL TO ORDER AND ESTABLISH QUORUM: The March 28, 2003 meeting of the Faculty   Senate was called to order at 2:05 PM in Stafford 104 with FS President John Hayden presiding.  The        following members were present:  Jonathan Woltz for George Alsbach, Les Ramos for Shelly Prince,       Robert Chambers for James South, Don Wilson for Ronna Vanderslice, Fred Alsberg, Ric Baugher, David         Bessinger, Nancy Buddy-Penner, Les Crall, Tommye Davis, Michael Dougherty, Elizabeth Ferrell,   Cynthia Foust, Terry Goforth, John       Hayden, Todd Helton, David Hertzel, Jason Johnson, Robin Jones,      Don McGurk, Steven O'Neal, Gustavo Ortega, Marion Prichard, Mollie Priest, Bill Swartwood, and       Karen Travis.

 

II.        CERTIFICATION OF SUBSTITUTES: Jonathan Woltz for George Alsbach, Les Ramos for Shelly             Prince, Robert Chambers for James South, Don Wilson for Ronna Vanderslice.

 

III.       PRESENTATION OF VISITORS: None.

 

IV.       APPROVAL OF MINUTES (FS Hand-out 2003-03-01): The February, 2003 minutes were approved             without correction.

 

V.        ANNOUNCEMENTS:

A.        FS President Hayden:   None.

            B.         FS Secretary/Treasurer Hertzel: 

                                    1.  Roll Sheet.

                                    2.  Treasurer’s Report. BancFirst Checking Account Balance: $1,501.93; University                                                     Account Balance: $338.47.

            C.        FS President Elect Foust: None.

            D.        FS Past President Crall :  None.

            E.         Student Government Representative Priest: The Big Event is 3/29/03 and SWOSUPalooza is                            4/24/03. There will be babysitting for the Bernhardt Dinner.

A. Handbook Revision.

 

The Following Motion was moved from the table:

 

            FS Motion 2003-02-02 that the proposed handbook reading from the Ad Hoc Committee          (FS Hand-out 2003-02-08) be approved.

 

 

               

 

 

 

 

 

 

 

 

            The following amendment was moved and seconded:

 

            1st Amendment to FS Motion 2003-02-02 that under item B. 4 The Faculty University Promotion          and Tenure Review Committee (FUPTRC), the first sentence be struck: "The FUPTRC will           make an independent recommendation to the Chief Academic Officer based on each applicant's materials but without the recommendations of prior levels."

 

            The 1st Amendment carried.

 

                The following amendment was moved and seconded:

 

            2nd Amendment to FS Motion 2003-02-02 that under item B. 5, The President and the Chief     Academic Officer, the following sentence be inserted before the opening sentence:             "Notifications to candidates regarding the outcome of their applications will include a summary           of the remarks contained in the letters of recommendations regarding the candidate from all         levels of the process."

 

            The following amendment was made and seconded:

 

            1st Amendment to the 2nd Amendment to FS Motion 2003-02-02 that the wording of the             amendment after the word "summary"  be changed to "of the relevant remarks and     recommendations regarding the candidate from each level of the process."

 

                The 1st Amendment to the 2nd Amendment carried.

 

            The 2nd Amendment, as amended by the 1st Amendment, carried.

 

            The following amendment was made and seconded:

 

            3rd Amendment to FS Motion 2003-02-2 that under item B. 5,  The President and the Chief       Academic Officer, the following sentence be added after "Colleges": "The confidential letters      of recommendations from the levels of the process will be held for three years, and then      destroyed."

 

           

 

 

 

 

 

 

 

 

 

 

            The following amendment was made and seconded:

 

            1st Amendment to the 3rd Amendment to FS Motion 2003-02-02 that the wording of the amendment after the word "held" be changed to "in accordance with Oklahoma law, and then       destroyed."

 

            The 1st Amendment to the 3rd Amendment carried.

 

                The 3rd Amendment, as amended by the 1st Amendment, carried.

 

                The following amendment was made and seconded:

 

            4th Amendment to FS Motion 2003-02-02 that the following be inserted just before item B., The             President and the Chief  Academic Officer,: "According to AAUP guidelines, faculty status and             related matters are primarily a faculty responsibility; this area includes appointments, reappointments, decisions not to reappoint, promotions, the granting of tenure, and dismissal.      Scholars in a particular field or activity have the chief competence for judging the work of their    colleagues; in such competence it is implicit that responsibility exists for both adverse and        favorable judgments.  The dean, provost, and president should concur with the faculty judgment       except in rare instances and for compelling reasons, which should be stated in detail."

 

            The following amendment was made and seconded:

 

            1st Amendment to the 4th Amendment to FS Motion 2003-02-02 that the words "According to   AAUP Guidelines," be struck, and in their place the following words be inserted: "In accordance        with the recommendation of the Oklahoma State Regents for Higher Education's Council of       Instruction and the Faculty Advisory Council,"

 

            The 1st Amendment to the 4th Amendment carried.

 

                The 4th Amendment, as amended by the 1st Amendment, carried.

 

           

 

 

 

 

 

 

 

 

 

 

 

 

 

 

            The following amendment was made and seconded:

 

            The 5th Amendment to FS Motion 2003-02-02 that the second sentence of the Promotion and   Tenure Appeals Procedure on page 60 of the hand book be re-written as "The basis for the       appeal must be a violation of due process, whether the violation is substantive or procedural."

 

            The following amendment was made and seconded:

 

            The 1st Amendment to the 5th Amendment to FS Motion 2003-02-02 that the new wording of the             amendment be dropped, and that the second sentence of the Promotion and Tenure Appeals    Procedure on page 60 of the handbook be struck altogether. 

 

            The 5th Amendment, as amended by the 1st Amendment, carried.

 

                The motion, as amended by the 1st Amendment, the 2nd amended Amendment, the 3rd amended             Amendment, the 4th amended Amendment, and the 5th amended Amendment. carried.

 

VIII.    NEW BUSINESS:

            A.        Other: Request from the Division of Nursing:

 

            The following motion was made and seconded:

 

            FS Motion 2003-01-01 that due to particular circumstances unique to the Division of Nursing, the Division of Nursing requests approval from the Faculty Senate to conduct on-line course and   faculty evaluations by nursing students for nursing courses.

 

                The motion carried.

 

IX.       ADJOURNMENT: With no further business before it, the meeting adjourned at 3:25PM.
