Faculty Senate Meeting

25 October 2002

 

I.          CALL TO ORDER AND ESTABLISH QUORUM: The October, 2002 meeting of the Faculty      Senate was called to order at 2:03 PM in Stafford 104 with FS President John Hayden presiding.  The following      members were present: Jon Woltz (for George Alsbach), Paula Roys (for Andrew Marvick), Fred        Alsberg, Ric Baugher, David Bessinger, Nancy Buddy-Penner, Stephen Burgess, Tommye Davis,      Michael Dougherty, Elizabeth Ferrell, Cynthia Foust, Mark Gales, Terry Goforth, John Hayden, David          Hertzel, Jason Johnson, Kelley Logan, Don McGurk, Nina Morris, Steven O'Neal, Gus Ortega, Marion     Prichard, Molly Priest, Shelly Prince, James South, Bill Swartwood, Charles Teasley, Karen Travis, and       Ronna Vanderslice.

 

II.        CERTIFICATION OF SUBSTITUTES: Jon Woltz for George Alsbach and Paula Roys for Andrew             Marvick.

 

III.       PRESENTATION OF VISITORS: None.

 

IV.       APPROVAL OF MINUTES: (FS Hand-out 2002-10-01). The September, 2002 minutes were approved             without correction.

 

V.        ANNOUNCEMENTS:

            A.        FS President Hayden:

                        From the Provost:

                        1. Appointments to the UPTRC: Dr. James South (Music-Arts & Sciences), Ms. Patti Albaugh                                     (Social Sciences -Arts & Sciences), Dr. Harry Nowka (Business Administration-Business), Dr.                                     Nancy Buddy-Penner (Accounting/Finance-Business), Dr. Jim Tate (School Service Programs-                         Education), Dr. Judy Winchester (Elementary/Secondary Programs-Education), Dr. Barry Gales                                   (Pharmacy Practice-Health Sciences), and Ms. Faye Henson (Allied Health-Health Sciences).

                       

                        2. Appointments to the P & T Appeals Committee: Dr.James Jent (Technology-Arts &                                                 Sciences), Dr. Les Crall (Business Administration-Business), Dr. Les Price (Distance Learning-                         Education), and Dr. Benny French (Pharmaceutical Sciences-Health Sciences).

 

                        3. The Provost: Dr. Becker will retire on June 30, 2003.           

 

            B.         FS Secretary/Treasurer Hertzel:

            C.        FS President Elect Foust: 37 HEACO Membershisp have been received to date.

            E.         FS Student Government Representative Priest:

                        The movie "Signs" will be shown at the Maze on October 29; Dr. Burroughs, the                                                           hypnostist,  will be here on November 11; the Council of Organization Presidents                                                          (COPS) will meet on November 6; Student Government will be reviewing the sidewalk                                                 chalk rules.

 

VI.       REPORTS FROM STANDING AND AD HOC COMMITTEES: None.

 

VII.     UNFINISHED BUSINESS:

            A.        Grievance Policy (FS Hand-out 2002-09-03).

           

The following motion was moved from the table:

 

FS Motion 2002-09-02 that the Faculty Senate approve the Grievance Policy as recommended by the FS Personnel Policies Committee.

           

            The following amendment was moved and seconded:

 

            1st Amendment to FS Motion 2002-09-02 that under "b" the word "required" replace the word             "encouraged."

 

                The 1st Amendment was withdrawn.

 

            The following amendment was made and seconded:

 

            2nd Amendment to FS Motion 2002-09-02 that the following words be added under "a" after the             word "misconduct": "which has not been satisfactorily resolved through the chain of     command."

 

                The 2nd Amendment failed.

 

                The following amendment was made and seconded:

 

            3rd Amendment to FS Motion 2002-09-02 that under "g" the words " have served a minimum of          one year" be replaced with "are tenured."

 

            The 3rd Amendment failed.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

                The following amendment was made and seconded:

 

                The 4th Amendment to FS Motion 2002-09-02 that under "g" the words "one year" be replaced          with "three years."

 

            The 4th Amendment carried.

 

            The following amendment was made and seconded:

 

                The 5th Amendment to FS Motion 2002-09-02 that under "i (4)" the last sentence be deleted.  

 

            The 5th Amendment carried.

 

                A motion to table FS Motion 2002-09-02 and its amendments with the charge that the FS          Personnel Policies Committee revisit the Grievance Policy again after reviewing how the   University of Oklahoma's Grievance Policy deals with legal issues was made and seconded.

 

            The motion to table failed.

 

            The following amendment was made and seconded:

 

            The 6th Amendment to FS Motion 2002-09-02 that under "j (1)" in the second sentence, the word             "also" be deleted.

 

            The 6th Amendment carried.

 

            The following amendment was made:

 

            The 7th Amendment that all legal counsel be prohibited from the grievance procedure.

 

            The 7th Amendment died for lack of a second.

 

                A motion to call the question was moved and carried.

 

                FS Motion 2002-09-02, as amended by the 4th, 5th, and 6th Amendments, carried.

VIII.    NEW BUSINESS:

                A.        Department Faculty Evaluation of Department Chair Every Fall Semester.

 

            The following motion was made and seconded:

 

            FS Motion 2002-10-01 that department faculty evaluate their respective department chairs      annually except those chairs with less than one year of service.

           

            FS Motion 2002-10-01 carried.

 

            B.         Other.

           

                The following motion was made and seconded:

 

            FS Motion 2002-10-02 that the Faculty Senate endorses the principles of fair employment as   stated in the Civil Rights Act. Further, we recognize the Equal Employment Opportunity Commission as the official agency of the Federal Government that has the authority to          investigate and make determinations of illegal employment practices by public and private            organizations. Accordingly, EEOC determinations should be taken seriously and resolved with     all due haste.

 

            The following amendment was made and seconded:

 

                The 1st Amendment to FS Motion 2002-10-02 that the last sentence be deleted.

 

            The 1st Amendment failed.

 

                The following amendment was made and seconded:

 

            The 2nd Amendment to FS Motion 2002-10-02 that in the last sentence, the words "taken         seriously and" be deleted.

 

            The 2nd Amendment carried.

 

                FS Motion 2002-10-02, as amended by the 2nd Amendment, carried.

IX.       ADJOURNMENT: With no further business before it, the Faculty Senate adjourned at 3:24PM.
