Approved Faculty Senate Meeting Minutes

 

I.          CALL TO ORDER AND ESTABLISH QUORUM:

The October 31, 2003 meeting of the Faculty Senate was called to order at 2:02 PM in Stafford 104 with FS President Cynthia Foust presiding.  The following members were present:  Melody Ashenfelter, Madeline Baugher, Ric Baugher, David Bessinger, Nancy Penner, Tom Davis, Tommye Davis, Gerry East, Terry Goforth, John Hayden, Todd Helton, David Hertzel, Jason Johnson, Robin, Jones, Kelley Logan, Andrew Marvick, Nina Morris, Steven O’Neal, Gus Ortega, Marion Prichard, Les Ramos, James South, Bill Swartwood, Charles Teasley, Mark Tippen, Karen Travis, Don Wilson, Jon Woltz, and SGA Reps Brandon Bensch and Clay Pope.

 

II.        CERTIFICATION OF SUBSTITUTES:  None

 

III.       PRESENTATION OF VISITORS:  None.

 

IV.       APPROVAL OF MINUTES (FS Hand-out 2003-07-25):  Minutes of September 26, 2003 were approved without corrections or additions.

 

V.        ANNOUNCEMENTS:

A.  FS President Foust:

                        1.   The Faculty Handbook revision committee has met twice.

2.      Campus Compact has met once and is in process of establishing a committee of interested faculty.  Contact Dr. Foust if you are interested in participating on this committee.

3.      The University has started the first phase of fund drive this fall and Dr. Hays is meeting with individuals for donations.

4.      Administration is finding resources for part-time faculty to receive a small stipend since full-time faculty & staff are receiving 2% of their salary or minimum of $ 500.

                        The details are still under consideration for the part-time faculty.

5.      Dr. Foust is attending the Regents’ Faculty Advisory Council meeting November 1, and will be turn in a travel request for reimbursement next month.

6.      SWOSU and others raised over $32,000.00 at the American Heart Walk on

                        October 4, 2003.  The prize vouchers (for those who raised money) will be distributed at the Awards party on Tuesday, November 11, 12-1pm at the Student Union Sky View Room.  RSVP to Nedra at the AHA office by November 5th.  Thank you to all faculty and staff who participated in tipping the scales in our favor—from death to life.

B.     From Provost Becker:  Dr. Becker will address confidentiality with the Deans and Associate Deans on Thursday, October 30.  The organizational charts were distributed at the university wide meeting held on October 10, 2003.

C.  From Administrative Council:  No October meeting.  Next scheduled meeting is November 7, 2003.  The September meeting minutes have not yet been distributed.

D.  FS Secretary/Treasurer:  Dr. Buddy-Penner: 

1.      Roll Sheet—please sign.

2.      Treasurer’s Report:  BancFirst Checking account balance:  $1,698.09

                                                   University account balance:    $378.19

                  C.  President-elect Dr. South:  HEACO memberships – Send payment directly to HEACO

                        Our former SWOSU AAUP Chapter President, Terry Garrett, won the appeal in his lawsuit against his former employer SWOSU. 

                  D.  FS Past President Hayden:  No report

E.   FS Student Government Representative Bensch:  Report on Homecoming, SWOSUplooza scheduled for April 15, and SGA’s Legislative Committee is meeting.

VII.           UNFINISHED BUSINESS: 

A.  None

 

VIII.          NEW BUSINESS:

 

            FS Motion 2003-10-01

            It was moved and seconded that the Honor Code be sent to Student Affair Committee for consideration.

 

            The Motion passed by voice vote.

 

            FS Motion 2003-10-02

            It was moved and seconded that the revision of University Tenure and Promotion Committee membership to reflect organization changes be sent to the Personnel Policies Committee.

 

            The Motion passed by voice vote.

 

            FS Motion 2003-10-03

            It was moved and seconded that the revision of University Tenure and Promotion Appeals Committee membership to reflect organization changes be sent to the Personnel Policies Committee.

 

            The Motion passed by voice vote.

 

            FS Motion 2003-10-04

            It was moved and seconded that the Faculty Senate President request senators to poll their departments on the effectiveness of the new continuance policy in both procedural and substantive elements of the policy.  The results of the poll are to be reported to Faculty Senate President or her designee and the results compiled into a report for the Faculty Senate.

 

            The Motion passed by voice vote.

D.  Dr. Becker has sent FS the proposed revised Policies and Procedures of the Protection of Human Subjects (PHS) Committee.  The revisions were done to ensure compliance with federal regulations and clarify areas that have caused confusion among faculty researchers in the past.  Should the Senate have questions regarding the clarity of specific areas, the PHS Committee would welcome such comments or questions. 

                   E.  Other

                        It was reported that Dr. Becker has asked for a review and analysis of the student evaluation instrument for reliability and validity.  This review/analysis is for the purpose of doing the evaluations on-line some time in the future.  There are some legal and behavioral considerations that must be held separate from academic considerations.  If the Senators have any comments, please send them to Mark Tippen.

 

                        Charitable donations may be sent to public radio station KCCU, 89.1 in Lawton.  Also donations may be made to HEAR (Higher Education Association for Reform).  For more information on HEAR visit HEAR.freewebsitehosing.com.

 

                        Faculty are reminded to join AAUP.

 

                        President Foust will request printed telephone books for all faculty.
