Financial Responsibilities

SWOSU Financial Responsibility Contract

Carefully read the following information. Southwestern Oklahoma State University (SWOSU) corresponds electronically with all students through the University assigned e-mail address. I understand that I am responsible for monitoring that e-mail account and for taking action on correspondence sent to that account.

  • I understand that enrollment at SWOSU constitutes a contractual obligation to pay tuition and all associated fees for the classes in which I am enrolled.
  • I understand that there is a set due date for tuition and fees for each semester. This due date is posted online https://www.swosu.edu/administration/bursar/index.aspx for each semester.
  • I understand that it is my responsibility to know the University’s deadlines and policies for dropping/withdrawing from classes. I also understand that it is my responsibility to drop or withdraw myself from classes that I am enrolled in, and my failure to do so in a timely manner will not relieve my financial responsibility for my Bursar account. I further understand my failure to attend class or receive a bill does not absolve me of my financial responsibility as described above.
  • I understand that if I enroll or am enrolled by an advisor and do not attend class, I am still responsible for paying all tuition and fees associated with the class, if I do not properly drop within the refundable period.
  • SWOSU does not mail paper bills at the beginning of the semester. I understand it is my responsibility to check Self-Service for my current account balance. Bill notifications will be sent monthly to e-mail accounts on file in the SWOSU Payment Center.
  • I understand if payment in full is not received by the set due date, I will incur up to three, 5 percent late fees on the remaining balance during the semester.
  • I understand SWOSU is bound by the Family Educational Rights to Privacy Act (FERPA), which prohibits SWOSU from releasing any information from my educational record including, bursar account information, without my written permission. Therefore, I understand if I want SWOSU to share information from my education record with someone other than myself, I must provide written permission by completing the release form in the Dean of Students Office.
  • I understand that it is my responsibility to keep my information (mailing address, phone number, e-mail address) up to date with the University using Self-Service or by contacting the Registrar’s Office. Upon leaving SWOSU for any reason, it is my responsibility to provide SWOSU with updated contact information for purposes of continued communication regarding any amounts due or owed to SWOSU.
  • I authorize SWOSU to contact me via current and any future cellular phone number(s), e-mail address(es), or wireless device(s) regarding my delinquent bursar account/loan(s), any other debt I owe to SWOSU, or to receive general information from SWOSU. I authorize SWOSU and its agents, representatives, and attorneys (including collection agencies) to use automated telephone dialing equipment, artificial or pre-recorded voice or text messages, and personal calls and e-mails, in their effort to contact me for purposes of collecting any portion of my past due financial obligations. I understand I may withdraw my consent to call my cellular phone by submitting my request in writing to SWOSU or its agents on behalf of SWOSU.
  • I understand that if a check that is posted to my Bursar account is returned from the bank I will be charged a $25 returned item fee on my Bursar account. I must pay the returned item fee with certified funds within five days of notification.
  • I understand that financial aid that posts to my Bursar account will automatically pay toward institutional charges on my account.
  • I understand that after all my financial aid has applied toward my Bursar account, I am responsible for all remaining institutional charges as well as any non-institutional charges.
  • I understand that I am responsible for any charges added to my account after financial aid has disbursed. 
  • I understand that if aid, whether from financial aid or scholarships, has not posted to my Bursar account or if I lose my eligibility, I am responsible for paying my Bursar account.
  • I understand my financial aid award is contingent upon my continued enrollment and attendance in each class upon which my financial aid eligibility was calculated. If I drop any class before completion, I understand my financial aid eligibility may decrease and some or all of the financial aid may be retracted. I further understand if some or all on my aid is retracted because I dropped or failed to attend class, I agree to pay all charges the retracted aid previously paid as well as retracted aid for which I was previously eligible that disbursed to my account which resulted in a credit balance and refunded to me. I understand any federal Title IV financial aid received will apply to any outstanding balance on my SWOSU Bursar account for tuition/fees, housing/meals and books.
  • I understand that if I have an outstanding balance with the University, a Bursar hold will be placed on my account that will prevent me from enrolling in future semesters, requesting official transcripts, or receiving my diploma.
  • I understand that all refunds issued by the University are disbursed electronically through ECSI.
  • I agree to comply with Federal law to furnish SWOSU with my Social Security Number (SSN) (or if I am not eligible to obtain an SSN, I will obtain from the Internal Revenue Service (IRS) a taxpayer identification number (TIN) to provide) for the University to meet the annual requirement of furnishing a Form 1098-T, Tuition Statement, which reports qualified tuition and related expenses associated with my enrollment. (Nonresident aliens that do not have income that is subject to tax are not required to supply this information.) If I fail to provide my SSN or TIN to SWOSU, I agree to pay any and all IRS fines assessed as a result of my missing SSN/TIN.
  • I understand if I have a student Direct Subsidized/Unsubsidized Stafford Loan, I am responsible for visiting https://www.studentloans.gov to complete the Master Promissory Note (MPN) and entrance counseling before the loan will disburse. I am also required to complete exit counseling, upon leaving SWOSU.
  • Students leaving SWOSU prior to the 60 percent point in the semester, officially or unofficially, are obligated to return the federal aid received for that semester proportionate to the student’s attendance. Failure to return that portion of federal aid received may result in the amount owed being transferred to an outside collection agency, for collection. Upon transmittal for collection, the student is responsible for collection/attorney’s fees (up to 33 percent) of the unpaid debt, and all court costs.
  • I understand that any unpaid balance on my account will be reported to the Oklahoma Tax Commission every year. Any refund from the state that may be due to me will be subject to being intercepted by the University and applied to my outstanding balance.
  • I understand that if I leave the University with an unpaid balance and do not make satisfactory payment arrangements, my account will be placed with an external collection agency. In the event that this happens, I will be assessed a collection fee (up to 33 percent of the original debt) and any other legal cost or attorney fees. I understand that once my account is assigned to an external collection agency it will be subject to being reported to all three credit bureaus (Equifax, Experian and TransUnion). If my account is assigned to an external collection agency, I understand that my account must be paid in full before I can access records or enroll for future semesters.
